Our Vision for the Future
Tokushima Prefecture is blessed with a rich blend of history, nature, and culture — from the heartfelt hospitality found along the world-renowned Shikoku Pilgrimage route, to the breathtaking whirlpools of Naruto, one of the world’s three largest tidal currents. The region also boasts scenic landscapes shaped by its traditions, climate, and daily life, as well as a rich food culture. These characteristics make Tokushima an ideal environment for promoting cycling and cycling sports.
At the same time, Tokushima faces challenges such as declining physical fitness among children, the need to extend healthy life expectancy, and improving disaster preparedness. Promoting bicycle use is seen as a key solution to these issues.
Nationally, the Japanese government has introduced initiatives to promote the use of bicycles through the Bicycle Utilization Promotion Act (enacted May 2017), followed by the Second Bicycle Utilization Promotion Plan (May 2021). Similarly, under the Basic Act on Sports (enacted August 2011), the Third Basic Sports Promotion Plan was released in March 2022.
In line with these national efforts, Tokushima Prefecture has developed its own policies: the Second Tokushima Bicycle Utilization Promotion Plan (September 2023) and the Third Tokushima Sports Promotion Plan (December 2022).
Building on this foundation, Tokushima aims to enhance its cycling environment so that everyone can enjoy cycling safely and comfortably. By combining Tokushima’s unique cultural and natural assets with cycling, we strive to improve public health, increase sports participation, and promote cycle tourism — all toward realizing our vision of a “Bicycle Kingdom Tokushima.”
Bicycle Kingdom Tokushima Initiatives
Overview of Our Initiatives
Tokushima Prefecture is promoting the “Bicycle Kingdom Tokushima” brand nationwide to encourage the spread of cycle sports. As part of this effort, we have established 26 official cycling routes across the prefecture, designed for everyone from beginners to advanced cyclists to enjoy.
We’ve also created the “Bicycle Kingdom Tokushima Go Around Course,” a special multi-day cycling route that lets riders experience the best of Tokushima’s scenery and attractions. This course is designed to be completed over roughly four days and three nights, highlighting local sights and offering helpful content for cyclists.
To further promote cycling, we are actively organizing cycle tours using these official routes, enhancing and continuing cycling events across the prefecture, and operating services like the “Cycle Cabin” — all part of our efforts to boost public participation in sports, improve health, promote tourism and culture, support environmental initiatives, and broaden the cycling community. These initiatives are being advanced through a collaborative approach between the public and private sectors under the Tokushima Prefecture Bicycle Utilization Promotion Council.
